The complete, exhaustive master list of accepted documents for a Fresh Indian Passport.

The Rule of One

You do not need everything on this list. You only need to provide ONE valid document from Category 1, ONE from Category 2, and ONE from Category 4 (if applicable).

Crucial Application Reminders

  • • Check Your Names: Please check the name on ALL your documents. They should be exactly the same. Mismatches will cause immediate rejections.

1. Proof of Present Address

  • Aadhaar Card / e-Aadhaar
  • Voter ID Card (EPIC)
  • Water Bill
  • Telephone Bill (Landline or Post-paid mobile)
  • Electricity Bill
  • Proof of Gas Connection
  • Bank Photo Passbook (Public/Private/Regional Rural Bank)
  • Registered Rent Agreement Notarized NOT accepted
  • Income Tax Assessment Order
  • Spouse's Passport Copy (If current address matches)
  • Parent's Passport Copy (For minors)
  • Certificate from Employer (Public Limited Companies only)

2. Proof of Date of Birth

Critical Update:

Aadhaar is NO LONGER valid for DOB proof. Birth Certificates are strictly mandatory for anyone born on or after Oct 1, 2023.

  • Birth Certificate (ONLY accepted with a scannable Barcode/QR code, issued by Municipal Authority)
  • PAN Card
  • School Leaving / Transfer / Matriculation Certificate (10th/12th)
  • Driving License
  • Voter ID Card (EPIC)
  • Life Insurance Policy Bond (LIC, etc.)
  • Service Record / Pension Order (For Govt. Employees/Pensioners)
  • Declaration by Head of Orphanage / Child Care Home

3. Minor Requirements

  • Annexure-D: Consent signed by both parents
  • Annexure-C: Consent signed by a single parent (if the other is unavailable)

4. Non-ECR Proof

Submit ONLY if applicable to you

  • 10th Standard (Matriculation) Passing Certificate or Higher Degree
  • Age-Based: All persons above 50 years
  • Age-Based: All minors up to 18 years
  • Income Tax Payer: IT Assessment order or proof of actual tax paid (with PAN)
  • Government Employees: Gazetted servants, spouses, dependent children
  • Professional Degrees: Doctors, Engineers, CAs, Scientists, Advocates, etc.
  • Qualified Nurses (Recognized under Indian Nursing Council Act)
  • Diploma Holders (2-year NCVT/SCVT or 3-year Polytechnic)
  • Spouse's Passport (If their passport is Non-ECR)
  • Foreign Returning Indians (Stayed abroad > 3 years)
  • Seamen (Continuous Discharge Certificate holders)
  • Permanent Immigration Visas (PR for UK, USA, Australia, etc.)
